The City has an annual general funds budget of approximately $614 million, and  1,877 citywide staff represented by 11 recognized employee organizations.

Reporting to the Chief People Officer/Human Resources Director, the Human Resources Manager will be responsible for managing a variety of labor and employee relations activities, including collective bargaining, performance management, investigations, staff development, and leave administration. This includes serving as lead negotiator for complex labor contracts, developing City-wide labor relations strategies, building collaborative relationships with key stakeholders, and cultivating and developing a highly engaged team of employee relations professionals that provide best in class services.

Candidates must be adept in  managing and delivering public sector employee and labor relations services. The City seeks an innovative thinker who can yield credibility with a high level of emotional intelligence and interpersonal skills.  A human resources professional with a positive reputation for facilitating collaborative teams who can work with a number of diverse stakeholders in a political environment is essential.

Serious candidates will have a track record of at least five (5) years of progressively responsible and professional-level public sector human resources experience with the requisite education and at least two years included in directing the work of others.
