ABOUT THE POSITION:
This management position is responsible for the planning and oversight of the City’s diversity, equity, inclusion, belonging, and Equal Employment Opportunity strategic plans, programs, initiatives, policy operations, and activities. It will also have planning, support, and oversight responsibilities for the City, Police, and Fire equity plan implementation committees. Some of the typical duties of this role include:
Reviewing existing City and departmental policies, processes, and procedures for disparate impacts;
Making recommendations and modifications to remove biases from City policies and processes;
Chairing the VIBE (Voices for Inclusion, Belonging, and Equity) standing committee to monitor implementation of City equity plans;
Creating and providing opportunities for training, employee development, and implement strategies to create a culture where everyone belongs; and
Monitoring and evaluating compliance with federal and state EEO laws, guidelines, and policies.
THE SUCCESSFUL CANDIDATE:
The successful candidate is passionate about fostering an inclusive City infrastructure, has excellent program management skills, and a proven ability to collaborate with a wide variety of employees, departments, leadership teams, external organizations, and community members. In addition, the ideal candidate will have:
Experience developing, designing, assessing, and delivering diversity & inclusion programs.
Subject matter expertise in DEIB and EEO principles.
Excellent communication skills and a highly organized, analytical, and collaborative skillset.
Ability to successfully lead cross-functional teams to achieve a common goal
The proven ability to effectively partner with all levels of internal and external stakeholders as a tactical and strategic collaborator, coach, and advisor.

What You’ll Do
This management position is responsible for planning and oversight of the City’s diversity, equity, inclusion, and belonging (DEIB), and Equal Employment Opportunity (EEO) strategic plans, programs, initiatives, policy operations, and activities, performing duties such as:
Reviewing existing City and departmental policies, processes, and procedures for disparate impacts; and making recommendations and modifications to remove biases from City policies and processes.
Monitoring and evaluating compliance with federal and state EEO laws, guidelines, and policies to ensure fair and equitable employment and contracting practices.
Investigating formal and informal complaints and allegations of discrimination, harassment, retaliation, or related unfair employment practices.
Providing evaluation and input into Human Resources programs and practices related to outreach, recruitment, selection, workforce development, and retention, to ensure integration of DEIA and EEO strategies, goals, and objectives.
Collaborating with department leadership to translate Citywide DEIB and EEO initiatives into department specific action plans.
Providing leadership and technical assistance in the implementation, evaluation, and modification of action plans; and tracking equity metrics and plan progress.
Developing and updating training curricula related to DEIB and EEO; and presenting training to employees and supervisors/managers.
Preparing and making presentations to City Council and a wide variety of committees, task forces, commissions, and community meetings.
Required QualificationsAny combination of training or experience which would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Sufficient progressively responsible professional DEI and/or EEO experience, including: three years of experience performing diversity, equity, and inclusion or equal employment opportunity program and/or policy planning and evaluation, including one year of lead or supervisory experience.
Education: Equivalent to a bachelor’s degree from an accredited college or university with major study in business administration, public administration, psychology, sociology, organization development, or a closely related field.
Knowledge of: Organization and management practices as applied to the development, analysis, implementation, and evaluation of programs, policies, and operational needs of the assigned area of responsibility; systemic inequities, societal trends and influences, racial equity, and effective institutional and behavioral change management principles and practices; principles and practices of leadership; techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations; methods and techniques of research, data collection, statistical analysis, report preparation, and presentation; recent and on-going developments, current literature, and sources of information related to DEI and EEO; principles and practices of investigative and interviewing techniques; practices, methods and techniques related public sector recruitment and selection, including adverse impact analysis; applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to DEI and EEO programs and activities; principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly; written and oral communication techniques for a professional business environment including knowledge of English composition, spelling, grammar, report writing and formal presentation practices; principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures; modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed; and techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
Ability to: Manage the strategic development, implementation, and continuous evaluation of DEI and EEO programs, strategic plan, initiatives, goals, objectives, and policies; provide administrative, management, and professional leadership and expertise related to DEI and EEO programs and strategies; perform and supervise the collection, interpretation, and analysis of data to identify trends, establish/identify needs, evaluate program effectiveness, draw logical conclusions, and make appropriate recommendations; investigate complaints in a fair and impartial manner; effectively represent DEI and EEO programs and the City and work with stakeholders, community organizations, and other external groups and individuals to find common ground and build consensus; organize, direct, plan, prioritize, delegate and coordinate the work of self and others; select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner; understand and incorporate the City’s core values, ethical standards, and commitment to DEI and EEO strategies into all interactions with individuals, organizations and communities; understand, interpret and apply provisions of applicable laws, ordinances, regulations, policies, operating procedures, and standards relevant to work performed; prepare a variety of written documents, such as correspondence, reports and performance evaluations; communicate information in verbal and written form to a variety of audiences; establish and maintain effective working relationships with colleagues, subordinate staff, representatives of other departments and agencies as well as members of the public; maintain objectivity and confidentiality; use a personal computer and standard business software applications; remain current on all applicable laws, processes and procedure to accomplish the objectives of the program area assigned.
Additional InformationThe Diversity, Equity, Inclusion, and EEO Officer’s work is primarily indoors sitting at a desk for prolonged periods of time with the ability to move about at will, but also travel outside the office in order to attend meetings or community events. The position requires prolonged sitting and occasional standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in the preparation of correspondence, minutes, reports, and forms using a computer keyboard. Additionally, the position requires near vision in reading policies, correspondence, and reports, and using the computer. Acute hearing is required when providing phone and in person customer service and taking minutes/notes at meetings. When leading meetings, incumbents communicate with others verbally in a group setting. Diversity, Equity, Inclusion and EEO Officers may need to lift, drag, and push files weighing up to 25 pounds. The incumbent works in an environment of frequent interruption.
