Onondaga Community College, located in Syracuse, NY is a college of the State
University of New York (SUNY) system and one of 30 locally sponsored community
colleges throughout New York State. Onondaga County is our sponsor. We offer two-
year degree programs that serve as transfer opportunities to baccalaureate degree
programs at four-year campuses or for direct entry to the workforce. We also offer

BROAD FUNCTION:
The Vice President of Human Resources is responsible for overall leadership and
strategic planning of the institution’s talent and employee resources. The Vice President
conducts comprehensive analyses and develops recommendations to improve quality,
strengthen talent resources, and increase efficiencies in support of the College’s
Strategic Plan. Responsibilities include oversight of employee labor relations, HR
compliance, compensation, staffing, performance management, employee recruitment,
benefits, payroll and HRIS.

MAJOR RESPONSIBILITIES:
 Develops and formulates college-wide policy recommendations relative to human
resources administration and ensures compliance with college policies; assists and
advises the senior management team relative to human resources issues and
policies as requested;
 Identifies legal and government requirements affecting the Human Resources
function and monitors exposure to the institution. Directs the preparation of
information requested or required for compliance and approves all information
submitted. Keeps abreast of all policies and requirements to anticipate and plan for
updates and changes and to ensure compliance;
 Under the direction of the President, directs human resources planning across the
institution; ensures effective recruitment standards, optimal utilization of human
resources and staffing, and appropriate corrective measures.

 Coordinates activities across division lines, proposes recommendations regarding
matters such as staffing forecasts to senior management; coordinates,
communicates and collaborates relative to matters of labor relations, collective
bargaining, and contract negotiations;
 Ensures effective and complete utilization of the College’s Enterprise Resource
Planning system as it relates to administration of payroll, benefits and other related
functions to ensure accurate, complete and timely record-keeping;
 Conducts ongoing analysis regarding departmental functions, processes, procedures
and policies and develops recommendations for improvement and efficiencies based
upon best practices in human resources management, technology advances and the
needs of Onondaga Community College. Conducts regular, systematic assessment of
department operations and makes recommendations based upon the results of
these assessments;
 Works in collaboration with the College’s Diversity Council to develop and implement
the Diversity Master Plan and the goals and strategies contained therein; responsible
for the oversight of the Affirmative Action Plan.

MINIMUM QUALIFICATIONS

  • Master’s degree (15+ years of experience may be an acceptable substitute)
  • Significant (7+ years) human resources management experience
  • Experience in strategic and operational planning, budgeting and supervision of subordinate managers and their staffs
  • Demonstrated commitment to diversity, equity and inclusion
  • Strong focus on human resources as a service department, with demonstrated ability to infuse this approach throughout the department and communicate this approach to multiple constituencies
  • Thorough knowledge of the principles and practices of human resources administration, human resources management, and employee relations particularly as practiced under all applicable state and federal laws.
  • Must be willing to work onsite.

PREFERRED QUALIFICATIONS:

  • Human resources experience in a setting that serves diverse high-level professional constituencies such as higher education, social services or health care; experience in other areas will be considered
  • Experience in a leadership and managerial role in a higher education setting
  • Understanding and appreciation of higher education, particularly the community college sector
  • Experience in a leadership position in an organization with represented employee groups and collective bargaining agreements
  • Demonstrated ability to make decisions in the interest of institutional practices and priorities, based upon thorough due diligence, experience and expertise, and professional ethics
  • SHRM-CP, SHRM-SCP, PHR or SPHR certification

Salary:  Up to $129,000 annually
